A coalition of conservation groups filed motions Monday to intervene in a timber industry lawsuit over the owl in U.S. District Court in Washington, D.C. Seattle Audubon Society and the others argue the U.S. Fish and Wildlife Service was politically influenced by the Bush administration and violated the Endangered Species Act by ignoring the best available science, both in the plan for saving the owl from extinction and in deciding to reduce protections for old growth forests where the owl lives by 1.6 million acres. The spotted owl was declared a threatened species in 1990 primarily because of heavy logging in old growth forests. Lawsuits from conservation groups led to the creation of the Northwest Forest Plan, which cut logging on federal lands by more than 80 to protect habitat for the owl, salmon and other species. The declining log production led to economic pain in the region, particularly in small logging towns, and the Bush administration has been trying since 2000 to relax environmental laws and regulations to boost logging levels, with little success. The owl recovery plan twice flunked peer reviews by outside scientists who said it contained no scientific basis for allowing more logging of the old growth forests set aside under the Northwest Forest Plan as habitat for the owl. The plan also identified wildfire and the invasion of spotted owl territory by the barred owl as factors in the threatened bird's decline. Dominick DellaSala of the National Center for Conservation Science and Policy, a plaintiff in the lawsuit, served on a team of scientists who worked on the owl recovery plan before it was taken over by the Fish and Wildlife Service. He said they were prevented from doing their jobs by a group of Bush administration officials in Washington, who needed an owl recovery plan that would allow logging in old growth forests in order to push through the so-called Whopper, or Western Oregon Plan Revision, which dismantles the Northwest Forest Plan for saving owls and increases logging on federal lands in western Oregon. Kristen Boyles, an attorney for Earthjustice, the public interest law firm representing the conservation groups, said the owl recovery plan, smaller critical habitat and the Whopper, "are the final pieces to the puzzle the Bush administration has been putting together the last eight years to undo the Northwest Forest Plan and deliver unsustainable amounts of timber to the timber industry." Fish and Wildlife Service spokeswoman Joan Jewett said she could not comment on pending litigation. Tom Partin, president of the American Forest Resource Council, said the recovery plan was a good one, but leaving so much forest in critical habitat will prevent the logging needed to prevent future wildfires that will destroy even more acres. "We need the ability to manage the lands to be sure they stay in a more healthy state," Partin said. "We just feel we'll lose more acres of owl critical habitat to fire." Research shows that spotted owl numbers continue to drop by 4 percent annually as a result of logging, wildfires and an invasion of its habitat by the barred owl, a more aggressive East Coast cousin that migrated across Canada and has been working its way south. The sinking of the Sydney with its 645 men on Nov. 19, 1941 stunned Australia _ it was one of the nation's greatest maritime losses _ and the government banned all media from reporting the news for 12 days as it scrambled to explain what happened. The wrecks of the Royal Australian Navy light cruiser and the German ship that sank it were only discovered last March. On the sea above the wreck site Wednesday, nearly 300 relatives of the lost men threw wreaths, tokens and plaques into the sea from aboard the HMAS Manoora, according to Cmdr. Paul Mandziy, the Manoora's captain. Navy buglers played "Last Post" as the white navy flag was lowered to half-staff at war memorial sites across the country. In Western Australia, the remains of an unknown sailor believed to be one of the HMAS Sydney crew were reburied with full military honors in the cemetery closest to the location of the battle. "As the nation united in grief in 1941, it came together today to remember the courage and sacrifice of the men lost with HMAS Sydney II," Warren Snowdon, minister for defense science and personnel, said at the funeral. Prime Minister Kevin Rudd led a ceremony at the Australian War Memorial in Canberra, the capital, telling guests that Australia is a greater nation because of the sacrifice of these men. "What finally would the warriors of Sydney say to us today, at this the dawn of our Pacific century? I believe they would also say this: Be warriors for peace," Rudd said. At a ceremony in Sydney, a tearful Janet Cartwright, whose uncle was lost on the ship, lay a wreath at a memorial. "I can remember him quite clearly, and this is such an honor." At Melbourne's war memorial, Gordon White told reporters of how he left the ship just days before it was sunk to be treated for tonsillitis. "I think of them every hour of every day," said White, who served on the cruiser from 1938 to 1941. In November 1941, the Sydney engaged in battle with the HSK Kormoran off the coast of Western Australia state. Both vessels sank. All on board the Sydney went down with the ship, with the possible exception of one unknown sailor who washed ashore a few months later. The 317 survivors of the 397 aboard Kormoran gave the only witness accounts of what happened. A government-funded research team finally located the ship last Marchusing the latest sonar technology at a depth of almost 2 miles (2.5 kilometers). The Kormoran was found 14 miles (23 kilometers) away. UK—based Cognita is the first international education provider to be awarded a state land site under a government committee’s inaugural Request—for—Interest (RFI) exercise for foreign—system schools, which received over 20 proposals. Cognita is, perhaps, best known in Singapore for its planned US$21.6 million expansion of the Australian International School. Its new project is to set up another foreign school that offers a US—based curriculum to meet the high demand for foreign—system schools in Singapore. The group, which is in the process of setting up its Asian headquarters in the Republic, said it is not deterred by the current gloomy economic outlook. Brian Rogove, managing director, Asia, Cognita, said: "The regulatory environment in Singapore, the transparency and the fact that it is a common law country make it a very attractive destination for us. "We would expect Singapore to continue to be an attractive place for people to relocate to. We would see the demand that we expect over medium to long term to be in line with our expectations." In fact, Cognita said it is looking to make another 15 to 20 more of such acquisitions within the region over the next three years. The Stamford American International School will be set up at a 3.5 hectare site at the former Upper Serangoon Secondary School. Cognita is unable to disclose how much it will be investing in its new project, but it said it would start with an initial intake of 600 students and grow this to 2,500 eventually. Former vice president Annette Lu and Democratic Progressive Party (DPP) chairwoman Tsai Ing-wen are among thousands of people expected to join the late night rally in a park, they said. Protesters will demand justice for Chen, who has gone on hunger strike to protest what he says are politically motivated corruption allegations against him. Chen, who stepped down in May as president after serving the maximum eight years, still has a large following despite a string of scandals implicating him, his family and former top officials from his administration. The ex-leader was hospitalised earlier this week for dehydration, days after going on hunger strike to protest his detention. Chen's lawyer is planning to bring his case to the island's grand justices after the High Court ruled an appeal against the ex-leader's detention invalid. Chen's lawyer submitted the appeal despite the ex-president's refusal as he felt such action was in his client's best interests. In reality, rather than mark an end to human conflict, the Great War merely set the tone for the 20th century's litany of brutality, although in terms of sheer mass killing on the battlefield it has rarely been equalled since. Many conflicts followed but November 11 -- the eleventh hour of the eleventh day of the eleventh month, when the World War I armistice was signed -- has become the moment when the world remembers the dead from all of them. Tuesday's ceremonies will be solemn but in some countries a little less personal, as the last of the combat veterans from World War I pass on. Erich Kastner, the last of the German troops, died on January 1 this year, aged 107. The last French veteran, Italian-born legionnaire Lazare Ponticelli, survived him by only two months, dying on March 12 aged 110. Since the two faced each other across the Western Front -- indeed, since France and Germany fought each other again in World War II -- their countries have become allies at the heart of a united Europe. But, as France's minister for veterans' affairs Jean-Marie Bockel said last week: "Reconciliation is not forgetting. To forget would be the worst thing."
